Paraguay’s consumption of tobacco declined once again in 2023 as smoking prevalence continued to fall. The increased awareness of the harmful effects of smoking on health, anti-tobacco policies, such as bans on advertising, the inclusion of health warnings on packs and the establishment of a new decree, which limits the places in which people are allowed to smoke, were the main drivers of the industry’s continued and long-term decline.
After witnessing a sharp increase in 2022 (almost 10%), inflation decreased in 2023 to less than half the value recorded in the previous year. At the same time, the country’s GDP expanded at a rate of more than 4%, which represented a significant difference in comparison with the economic stagnation witnessed in 2022.
Attitudes towards cigarette smoking and tobacco consumption are becoming more negative due to growing awareness of the threat to health from these habits, including the dangers caused by exposure to passive smoking. However, these changing attitudes are mainly affecting the urban population as many of Paraguay’s impoverished rural dwellers still consider smoking to be an acceptable habit, especially among men.
Tobacco does not have a substantial role in society and social acceptance of smoking is declining, especially in large cities where global health awareness trends are having more of an impact. Cigarette smoking is most popular among men aged 34-44 years.
Paraguay's road network is benefiting from growing investment. However, many roads remain in poor condition with most rural roads being unpaved.
