The market was also hindered by economic insecurity, high levels of poverty, crime and an increase in illicit trade, while widespread anti-smoking campaigns and tough legislation negatively impacted sales, despite the global renown of locally produced cigars.
In 2023, the tobacco market in Honduras was strongly impacted by a notable increase in the illicit cigarette trade. Among the factors that triggered growing demand for contraband was the inflationary period recorded in the last two years of the review period, which led to the higher cost of living for Hondurans.
Attitudes towards smoking, especially cigarettes, are increasingly negative in Honduras. Cigarette smoking is becoming associated with low-income groups, antisocial behaviour and ill health.
The consumption of cigarettes declined over the review period in part as a result of the Special Law for Tobacco Control from 2011. This prohibits the consumption of tobacco in public spaces and open spaces less than two metres from where people circulate.
Cigarette distribution in Honduras relies heavily on the traditional channel, especially in pulperias (small local grocers). These businesses are an important alternative for Hondurans to generate income given the limited formal labour market; it is estimated that there are close to 130,000 of these stores in the country, that is, about one for every 79 inhabitants.
