Due to increasing health awareness and decreasing social acceptance of smoking, the demand for cigars and cigarillos will likely continue to decline during the forecast period, but at a slower rate compared to cigarettes. A 13% ad valorem excise tax on cigars and cigarillos will be maintained until at least 2027, with minimum rates set to rise from EUR105 per 1,000 units in April 2023 to EUR120 per 1,000 units by April 2026. Consequently, cigars and cigarillos will continue to be taxed moderately in Austria compared to other tobacco products, with minimal impact on demand.
Introduced in 2019 for cigarettes and fine cut tobacco, the Track & Trace system, aimed at ensuring forgery-proof product traceability and combating illegal trade, will extend to other tobacco products, including cigars, cigarillos, and pipe tobacco, by May 2024. Registering products for sale in the EU involves substantial costs and effort, posing significant challenges for small businesses.
